ITEC:

Indian Technical and Economic Cooperation Programme popularly known as “ITEC” was launched in 1964 as a bilateral progamme of assistance of the Government of India. Ever since its inception, training of thousands of nominees of ITEC Partner Countries have been the most successful cooperation programme and is highly appreciated by the recipient countries.  Beginning 1964, India has provided technical assistance of over USD 2 billion to developing countries.
        
ITEC is the flag bearer of the Indian Government’s technical cooperation effort, not only because of its wide geographical coverage but also for innovative forms of technical cooperation in which it has assisted. 
 
ITEC has five components viz. (i) Training in India of nominees of ITEC partner countries; (ii) Projects and project related activities such as feasibility studies and consultancy services; (iii) deputation of Indian experts abroad; (iv)study tours and (v) Aid for Disaster Relief.
 
Under ITEC, training is provided free of charge to nominees from Turkmenistan at some of the best Indian institutes in various specialities.   Government of India bears the cost of visa, air travel from Turkmenistan to India and vice versa, and accommodation.  In addition to this, Government of India pays a living allowance (stipend) to the candidates recommended by Government of Turkmenistan.  This allowance is given to the candidates from the start of the course till the duration of the course. 
 
        
         Few examples of some of the prominent ITEC activities are: building and manning of a hospital in Afghanistan; building of schools in Maldives, teaching Vietnamese students to converse in English, assistance in augmenting milk production in Kyrgyzstan.
 
ITEC gives opportunity to the Turkmen students/candidates to study and learn about India. It became possible due to and thanks to the Treaty of Exchange of Students which was signed between the Government of Turkmenistan and the Government of India on April 20, 1992.  Under ITEC, India has already trained close to 250 candidates from Turkmenistan in various fields in India, for example, English language, Accounts & Audit, Parliamentary studies, computer software and technical installation, small branches of industry, etc. 
 
Following are pre-requisites for training in India:
 
i)        Candidate should be between the age of 25 and 45;
ii)       Candidate should be recommended by Government of Turkmenistan;
iii)      Candidate should possess minimum knowledge for English speaking course and for courses other than English learning candidate should possess good knowledge skills of English language.
iv)       The candidate should be of sound health.
 
Forms for ITEC courses can be obtained from Embassy of India which works on Monday to Friday from 930 hrs till 1800 hrs which lunch break from 1330 hrs to 1400 hrs. The form could also be downloaded from the website.

In addition, under the Cultural Exchange Programme, students are given scholarships to study at Indian Universities receiving diplomas in economics, commerce, etc.  8 seats have been allotted for Turkmenistan under this progamme and one seat is devoted to learn Hindi language.
 
I assure that this Mission will continue this scheme of cooperation so that relations between India and Turkmenistan are further strengthened in the field of education.
